A business with the same name in another country holds the Instagram handle

Short answer: Two businesses can use the same name in different countries, and both may have a right to it. If the holder is a real business using the name for its own trade, a report rarely works, even if you hold a mark at home. A report has a better chance when they copy your brand, or when your registered mark covers the market and goods they sell and they use the name in a confusing way.
